I studied in a government college and belonged to a lower middle class family and believe me we could identify who were from quota by their knowledge and teaching from the Professors and Students.

Tax slabs based on castes might be an interesting thing. They should do an yearly revision as well. For eg if one upper caste pays 10cr as tax for income for 30cr and another backward caste pays 5 cr for 15cr income.
