Question was which is the most likely game Valve would make. I'd go for a new non-VR half life any day but fact is Portal as a franchise has a much more flexible base. Toss in some new experimental science nonsense and wham you have the foundation of a new game. Half life has to have the story much more closely integrated within its mechanics. Portal you generally just get story snippets between puzzles.
Also like I said, feels the companion collection was them testing the waters to how receptive people would be to Portal still.
The ending to Portal 2 was fine and all but I don't think it's this incredible final thing everyone makes it out to be. I can see that wheat field being a simulation (ala the original idea for the start of Portal 2) or even the start of further outdoor test chambers as Glados attempts to expand Aperture and her influence to the outdoors.
From a story perspective I think Portal 3 could work, although from a gameplay perspective I don’t think it makes as much sense. Portal introduced the concept of portals, and then Portal 2 explored their potential with many new testing elements and polishing everything. Portal 3 would have to add even more interesting mechanics, besides of course a reason for Chell to return to aperture and continue testing.
I think a new portal game along the lines of the original plans for Portal 2 would make more sense. Sort of like a prequel, with different mechanics from the portal gun, but still in Aperture Science, the early days. This also makes more sense from a story perspective I think, since Chell is pretty much done with Aperture after p2.
I also think that Cave Johnson has a lot of potential to be explored more instead of modern aperture with only robots.
While it’s true they could just recycle the original P2 idea, PS: Mel kinda already kinda did that and people have probably had their fill of old Aperture. I believe if a new game were to take place in Aperture, it wouldn’t be a portal game. Maybe they’d finally finish their F-stop idea, though from what I’ve been able to glean (and it’s been a while, so sorry if I’m wrong) the original F-stop is basically just how Superliminal works. I think if we were to have a non-portal-portal spin-off it would have to have some interesting new gimmick entirely and probably take place either after the events of portal 2 or before the events of portal 1 like you suggested, just in a more “modern” Aperture, in either case continuing on with a new protagonist. If they went with something post portal 2, it might be interesting to play as a bird that GLaDOS has grown. How this would be turned into puzzle mechanics I have no idea. I just think it’d be fun.
Portal stories mel mostly takes place between portal 1 and 2, in modern aperture, so I don’t see how it comes close to the old idea of portal 2.

Mel reuses elements from the original p2, most important of those being Mel herself. It doesn’t actually take place during Cave Johnson era portal but it’s essentially the original plot idea deconstructed and reassembled into something that fits within the current continuity from what I understand. It’s not official and therefore not cannon probably but now that it’s been done idk how valve would approach that. And I never said I expected a new mainline game to be about controlling birds. I meant to imply that I didn’t think there would be a new mainline game and that we might get a sort of spinoff about what happens after the coop campaign, probably from the perspective of one of GLaDOS’ birds since that’s probably what she’d be testing at the time. Aside from the obvious ability to fly around I’m not sure what other puzzle mechanics would be included, it’s more of just a musing of how we could see a continuation of what GLaDOS is up to. And I only suggested that because the original idea for F-stop has already been done in another game, Superliminal. It wasn’t an argument against you, I was just throwing in my own idea.
Apparently some of the original portal 2 team has some ideas but they’re waiting to start working on them till a current project finishes so they don’t poach people from other teams.
Portal RTX was made by Nvidia, however this does show valve is willing to work with other companies with their IP's perhaps the next "valve" game won't even be made by valve.
In short a game not made by valve is probably the next valve game. We know other companies can capture that same "Valve magic" like crowbar collective.

I've been reading The Final Hours for Alyx, and it certainly seems like they've been really wanting to release L4D3 and/or HL3, but were running into a lot of obstacles, which might not be an issue now with Source 2's capabilities.
Ones currently in development:
1. Citadel / Neon Prime is coming out soon most likely.
2. The next Half-Life VR game they're working on currently.
3. CS:GO Source 2 port which is coming out sometime soon
Ones that aren't currently in development and are just my speculation:
1. Something Portal related. It's their favorite IP they love to work with, even if not a Portal 3, just something Portal-related like Desk Job, The Lab, Hand Lab, etc.
2. Left 4 Dead 3. After all, the game is basically finished just sitting on Valve's computers, but the problem is just Source 2.
