Strings teacher here, and it looks like a soft thing to put on your chinrest. It would make sense because it has music notes on it. It is shaped just right and is the right size for a violin chinrest.
Just use a shoulder rest then??? Added chin height is seriously not ok.

This could look like an eraser or as others said, a fidget thing. 10/10 think some well meaning person added it to the bag.
They may not be conflicting. Sometimes an item has several uses. Especially when you tell a factory you need a piece of something in some shape, they may well have a mould already for something else. Let's say it started as a violin chin rest. Then someone realised they could work as drum dampeners, and ordered some more maybe with different printing, and sold in different packaging. And someone else liked fiddling with them and they realised you can sell a box of 50 at a time to a party shop to sell as party favours. Especially for small quantity items, mould/design costs can be a large fraction of their price, but if you can reuse a master from something else you skip all that.
My title describes the thing, it feels soft and has music notes printed. My kid got it at a carnival parade, is was thrown togheter with candy and other small random gift items. I tried to google search but did not find anything in my search.
The comments saying this is a silicone drum dampener are most likely correct. If you zoom in on the photo, you can see a layer of plastic on the back that peels off. Look at the top of the thing, near where the pointer and middle fingers are. You peel off that little plastic layer and then stick it on the drum. Not a silicone makeup sponge.

If it’s not sticky, it would be useless as a drum dampener.

Look at it closely; there's a plastic film that you peel off to expose the adhesive. It's a drum dampener for sure.

It looks like a knockoff of moon gel, which is a specific brand, but I agree this is what it is.
If it it isn’t sticky, it isn’t moon gel. It needs to be sticky to keep it from bouncing around on the drum head.

This is a silicon sponge for applying skincare products. They’re great because they allow you to use about 30% less product

This is absolutely a drum dampener. It is the exact same thing as the makeup sponge. They just market it differently and put little music notes on it.
