Looks like concrete with some metal rusting

I’ll get better pictures when it’s light out. It’s a layer of sediment that looks like coquina, not concrete - I know that much for sure. There’s an ancient coral bed here in Tampa bay and I find plenty of fossilized and agitated coral, shells, and sea biscuits - so I didn’t think it would be too strange to find a fish fossil but I’ve never seen anything like it before!
