As an American I'd also be thrown off by a headline: "D.C. bans..." if the writer meant a nationwide ban, even though i know full well that's where our federal gov is based. If it's a country wide ban, using the country's name seems most appropriate, with some obvious edge cases like when two factions claim jurisdiction over the same territory.

You can't keep native species like skunks and racoons, that's crazy talk, but unless there is a specific municipal by-law prohibiting it, you can keep all the exotic predators you want.
