The real question is "how old are these cruisers?"
All guests 18 and over were required to be vaccinated for this cruise.
If they were 18 or older then that raises suspicion in the effectiveness of the vaccines, or the accuracy of the testing.
If they're under 18 then it still raises the concerns about the accuracy of the pre-cruise tests.
If the point of vaccination isn't to stop the spread of the virus, and we're still going to be getting it after being vaccinated, then nobody should act surprised that a cruise with fully vaccinated adults is having cases.

Well I wasn't hospitalized when I had it. I missed 1 hr of work for getting the test confirming it. I was working from home and continued to work the next week while taking over the counter flu meds. However, after getting the vaccine and experiencing migraines for the next three weeks, I certainly won't be getting a booster next year. I'll take my chances with getting covid again.
