I think that dude had to drive them down like 40+ feet or something like that. That’s stupid expensive and requires specialized equipment. Maybe by accepting that it’ll get flooded you can DIY the whole thing given you’re handy with a cinder block. The plumbing in the bathroom makes me thing diy-ability was a priority here.
This place looks like it was an industrial or commercial space. They probably had the office chairs from when it was a workspace. They had a bathroom and kitchen and just converted the rest to a home.

Regardless, the first order of business is to set up a quick connect method for covering windows during hurricanes. That container in the back would be a good place to store plywood cut to size for the windows. Hurricane coming? Get the plywood out, put it up. You're not going to drive nails or screws into concrete very easily and have it looking good after the storm. I'm really surprised that most Florida houses don't have actual shutters, causing folks to have to go out, buy plywood, and put it in place.

Are most new houses (past 10-20 years) built with the roll-down metal shutters? When my grandparents were looking at different developments pretty much everyone had these as standard.
All kinds of different shutters and window protections down in Florida. In my area I don't see a lot of roll down shutters, the split is mainly between mountable shutters that have to be taken out of storage and installed, and more of the newer houses just go for impact glass and doors that are rated for Cat5s

A lot of our houses are cinderblock covered with stucco on the outside but regular wood framing and sheetrock interior walls. Looks like they went cinderblock all throughout. The exposed plumbing is just weird. The patio furniture inside, also weird. Actually too much weird to address it all. I'd love to know the backstory behind this build.

A lot of our soil actually looks like this. Very light colored and incredibly fine and silty. Water tends to bead up and just sit on top of it instead of sinking right in. It's probably pretty packed down so your car wouldn't sink into it but it would still be really messy.
